zeekay 8e699aad99 ee: remove the enterprise features, keep the MIT modules that only touched them
Everything under ee/ is enterprise-licensed and this fork does not carry it, but
237 first-party modules still imported from it, which is a boot failure as well
as a dangling dependency on code we deliberately do not ship.

The rule applied here is narrower than "delete anything that mentions ee": a file
is removed only when the feature it implements was the enterprise one. A module
that is MIT and merely reached into ee for one call keeps its behavior and loses
the call. That undoes a broader earlier pass which had removed whole packages for
a single import, including insights/tasks/sync_billing.py (whose absence made
every organization membership change raise) and two ai_observability packages
whose constants, queries and metrics are read by surviving MIT code.

Removed as features: SCIM provisioning, the Vercel marketplace integration, seat
billing, the billing-service usage delivery and its SQS pointer, AI session
summaries, the enterprise LLM clients behind survey headlines, Pulse synthesis
and knowledge reranking, salesforce enrichment, quota limiting, evaluation
clustering and trace summarization workflows, and the assistant's tool registry.

Enterprise tables are untouched. The models that own them are unmanaged in the
squashed initial migration, so rows stay where they are; the code simply stops
reading them, which is what EE_AVAILABLE=False already meant.

Gates: no first-party module imports ee, and no module-level import in the
production tree names a module that is not on disk.
