zeekayandHanzo Dev 4ab30fe13b sqlx: restore the offline query cache cyclotron-core builds against
The plugin image has failed every build today (0 ok / 13 fail) on:

error: could not compile `cyclotron-core` (lib) due to 13 previous errors

and the log carried NOT ONE of those thirteen — turbo swallows cargo's stderr,
so CI reports a count and no cause. Reproduced locally: all thirteen are one
error, thirteen times.

`SQLX_OFFLINE=true` but there is no cached data for this query,
    run `cargo sqlx prepare`

rust/.cargo/config.toml sets SQLX_OFFLINE unconditionally, so every build needs
rust/.sqlx, and rust/.sqlx did not exist — not ignored, not excluded, absent.
It was deleted in two steps and nobody noticed, because until today the plugin
build died EARLIER:

    2026-06-16 203fdd70b strangle Redis onto Base-backed SQLite -39 entries
2026-08-01 e443a4dab rebase the tree onto upstream master -9 entries
    2026-08-08 63effd63 .dockerignore re-includes two packages <- got the
build past the COPY it used to fail at, into the
compile that had been unreachable for eight weeks

So this is 63effd63 working, not breaking: it uncovered the next layer down.

Regenerated with sqlx-cli 0.8.6 (matching the sqlx the workspace pins) against
a throwaway Postgres 14 built from cyclotron-core's own five migrations — the
declared schema, not a borrowed one. Every query validated against it, which
also says the queries themselves are correct and only the cache was missing.

Scoped to cyclotron-core deliberately: common/types, cymbal and
personinsights-identity also use the macros, but their queries want schemas this
database does not have, and the plugin image compiles none of them.

offline, no DATABASE_URL, as CI builds it: cyclotron-core compiles
