zeekay 908f14ff25 Pin axios below the type that cannot be emitted
npm ci refused this repo and had for some time: the lockfile held axios
1.18.1, typescript 5.9.3 and @types/node 22 while package.json asked for
1.20.0, 7.0.2 and 26. Regenerating the lock to match then broke the build
instead, which is why the mismatch outlived the commit that caused it —
each half looked fine from the other side.

axios 1.19 introduces a unique symbol it does not export, and declaration
emit cannot name it, so tsc fails on createRequestFunction. That file is
generated from a template this repo does not own, so there is nowhere to
put the annotation the compiler asks for; 1.18.1 is the newest that emits.

The typescript 7 and @types/node 26 pins are kept. They were never the
problem — TS 7 only needed @types/node named in `types`, since URL is a
global it declares and lib is ES2020 with no DOM.
