'make test' ran 'go test ./internal/...' and this repo has no internal/ — the target failed setup every time, so the gate reported failure regardless of the code and nobody could tell a real break from the missing directory. It now runs ./..., which is what the tests were always under (github.com/hanzoai/kms and cmd/kms both have them). Split from the zip bump on purpose: that bump needed a working gate to be verified against, and a dependency commit should not quietly carry a build-system fix.
