This enables DevTools (e.g. Chrome debugger) to collapse stackframes from 3rd party dependencies.
Webpack only. Turbopack added support in https://github.com/vercel/next.js/pull/71770. Replays from RSC will follow.
Had to fork `EvalSourceMapDevToolPlugin` (with blessing from @sokra) to be able to inject `ignoreList`.
For `source-map`, we can use https://github.com/mondaychen/devtools-ignore-webpack-plugin/ instead since we can operate on the assets on disk. I inlined it to iterate on it faster. Though it'd be faster for bundling to also fork `SourceMapDevToolPlugin` since `DevToolsIgnorePlugin` adds another parse/serialize roundtrip.
## test plan
We'll start leveraging `ignoreList` in the terminal as well which will allow us to write automated tests. I haven't found a way to automatically test this ignore-listing in browsers.
Note that this is on Chrome Beta. Chrome Stable does not ignore-list logged stacks yet. Only stacks of the actual `console` call or in the debugger.
(the frame from our console instrumentation is a bug that may be fixed once we populate our own sourcemaps)
`pnpm debug dev test/e2e/app-dir/server-source-maps/fixtures/default/`
`/ssr-error-log` shows
browser:

Node.js debugger doesn't seem to work. Will look at that in a follow-up
...with `assertHasRedbox` and `assertNoRedbox`.
`hasRedbox()` has a hardcoded timeout of 5s that is only required for
the negative assertion.
Instead, we now have dedicated assertions for the positive
(`assertHasRedbox`) and negative case (`assertNoRedbox`).
The negative assertion still has the hardcoded timeout.
But the positive assertion just retries until we find the Redbox.
This speeds up tests using the positive assertion.
Removing `hasRedbox` also uncovered some unused expressions e.g. `await
hasRedbox(browser)`.
These expressions probably wanted to use `expect(await
hasRedbox(browser)).toBe(true)
- parsed stack traces (and error stack locations in js) have 1-based
lines and 1-based columns
- source map tokens have 0-based lines and 0-based columns
- babel code frames use 1-based lines and 0-based columns
This was not always respected. This preserves the 1-based lines and
columns in anything called a stack frame, 0-based lines and columns for
source map apis, and converts to babel’s format as needed.

Looked for `webpack(config` in the test suites and disabled the ones that are testing webpack specifically. There are a few more that are not skipped as they should be implemented for Turbopack.
* Try enabling Babel turbo mode
* Pass config file explicitly to babel turbo loader.
* Update NextBabelLoaderOptions to use `configFile` instead of `babelrc`.
* Re-add support for options passed to next/babel preset with new babel loader.
* Load babel config files depending on their file extension.
* Include `next/babel` if no Babel config is provided.
* Minor cleanup.
* Avoid duplicate `next/babel` entries.
* No need to pass configFile anymore.
* Fix multiple small issues in merging loader opts with cached config.
* Remove redundant logging (that also breaks a test).
* Include file extension CharacteristicsGermaneToCaching.
* bump
* Disable turboMode now that tests pass

Warn users and revert their `devtool` when they manually change the `devtool` in development mode. For this addition, I check to ensure the `devtool` is custom (i.e. different than what is set by Next) and has a value (`false` is fine as a custom `devtool`!).
As described in [this issue (13963)](https://github.com/vercel/next.js/issues/13963), changing the `devtool` in development mode can cause issues with performance.
