Follow-up to https://github.com/vercel/next.js/pull/45716 this updates the ISR handling for app routes. This also ensures the E2E deploy tests are running for the `app-routes` test suite. fixes NEXT-509 Relies on https://github.com/vercel/vercel/pull/9489 ---------
