### Why? Deployment tests for `partial-fallback-shell-upgrade` repeatedly fail after #96074 because the fixture still expects partial fallback shell upgrades without opting into Partial Prefetching. #96074 intentionally emits `partialFallback` metadata only when `partialPrefetching` is enabled.
