Sam PoderandGitHub ab8e8329d6 [turbopack] Thread chunkingHeuristics through to chunk groups (#95020) 
This takes `chunkingHeuristics` from `next.config.js` and puts it on
`ChunkGroupEntry` so it can be on `ChunkGroupInfo` which will then make
it available in `make_production_chunks`
