The node binds its mesh, proves its name on every link, decides blocks under
the committee that network published, executes them, and serves JSON-RPC. The
host it does that on is a dependency at a tag, because every node on a network
has to agree about what a block means and a second implementation of the rule
is a second answer.

Two numbers, not one. A validator joins a network and a transaction is signed
against a chain; collapsing them is how a wallet and a validator come to
disagree about what they are on. The network is 1, 2, 3 and the chain is 36963,
36962, 36964, and the genesis each network starts from is compiled in beside
them.

The keys are the host's, so the name in a committee file is the name the
handshake proves. The chain answers every version surface under this node's
own name.
