merge.py made the spec; nothing made the clients. Each SDK repo grew its own
generator call site, so a client could drift on its own and nothing measured it.
generate.py is the logic, sdks.yaml is the data (per-language generator, take
paths, properties), openapitools.json pins 7.14.0. --check diffs a committed
client against a fresh generation, which is what makes 'no client is written by
hand' a fact instead of a convention.
