Reverses the May 29 polyglot migration. Per user directive: Rust stays in hanzoai/operator (web2 canonical), Go stays in luxfi/operator (web3 canonical). End-state is full parity between both implementations — each k8s deploys whichever lang fits its operating context. - Copies most-current Rust source from luxfi/operator/rust/ HEAD (commit c264353, the 29-kind Go-Rust union) - Re-applies the HPA replicas fix (hanzoai PR #3) that the May 29 split regressed: when autoscaling.enabled, the Deployment omits spec.replicas so the HPA owns the field. 4 contract tests restored. - Drops MIGRATED.md tombstone - Restores README as canonical (drops "moved to" banner) - Cargo package + bin + lib renamed lux-operator -> operator - Regenerates k8s/crds/ bundles to the 29-kind set - Bumps version to 0.4.0 Co-authored-by: zeekay <[email protected]>
