zooqueen a647466794 logger: skip the local-syslog tests where there is no syslog ...

With vet fixed the suite finally ran, and the logger package took the whole
build down:

  error connecting to syslog: "Unix syslog delivery error"
  FAIL	github.com/hanzoai/pubsub/logger	0.006s

NewSysLogger calls log.Fatalf when it cannot reach the daemon. That is right
for a server told to log to syslog, but in a test it kills the binary — so one
missing /dev/log failed the package without naming a test.

The two tests that need a running daemon skip when there is none. The remote
tests are untouched: they dial a listener they start themselves.
