zeekay 330c7cba5d docker: restore the default server config the image copies
The Dockerfile copies docker/nats-server.conf to /pubsub/conf/server.conf and
the entrypoint starts with `-c` on it, but the file left the tree when the
nightly image was reworked, so every build since has failed at that COPY. The
`*.conf` glob in .gitignore is why it went quietly and why re-adding it alone
would not hold; the glob now spares this one path.

Client port and monitoring port only. The version that used to ship also
carried a cluster block naming a fixed user and password, which is a
credential published in every copy of the image, and a route port with no
routes does nothing on its own. A cluster is formed by mounting a config that
declares one.

# Default server config baked into the image. The Dockerfile copies this to

# Client and monitoring only. Clustering belongs to whoever runs a cluster:
# the route port is useless without routes, and the config it used to carry
# named a fixed user and password, which is a credential published in every
# copy of the image. Mount a config with a `cluster` block to form one.
# Client connections, all interfaces.
