zeekay 7a1c2fdd6d fix: Fix hanzo dev orchestrator initialization issues 
- Fix ModelConfig initialization for both network and fallback modes
- Replace enum usage with strings for cross-compatibility
- Add proper fallback handling when hanzo-network is not available
- Fix create_routing_agent parameter issues
- Temporarily disable network mode to use fallback implementation
- Ensure command works with GPT-4, Claude, and local models
