zeekay c85926756b Serve the admin API at /v1 ...

The admin UI, its scripts and templates, and the plugin worker's
status poll move from /api/ to /v1/. The S3 protocol is unchanged.
TestNoAPIPathPrefix fails if a first-party /api/ path returns.
