HIP-0137 "One License" (hanzoai/hips, HIPs/hip-0137-one-license.md) puts BSD-3-Clause out of scope for hanzoai: original Hanzo work takes the standard MIT OR Apache-2.0 dual licence, and only forks keep an upstream licence. LICENSE is now the dual declaration; LICENSE-APACHE and LICENSE-MIT carry the two texts beside it. The existing copyright holder and years are preserved verbatim. Scope is this tree only. The package is a driver shim — the SQLite amalgamation and the cgo bindings live in their own upstreams (hanzoai/csqlite, modernc.org/sqlite) under their own licences and are not vendored here, which is what makes the relicense clean. Branches that do vendor generated internal/ sources carrying third-party headers are untouched and outside this change; the LICENSE files here speak only for the tree they sit in.
