.hanzo/workflows already exists, and the forge resolves the first workflow directory that exists rather than the union — so ci.yaml has run nothing here since the canonical pair landed, despite carrying labels this fleet serves. Its build and image publish were already covered by hanzo.yml; `go vet` was not, and now is. Lost: staticcheck, and the integration job driving NATS and a Kafka CLI over the network, which was already advisory (continue-on-error) and belongs to a harness. workflow-sanity.yml drops with the directory it watched.
