The create-schedule handler kept the action's workflow type and queue
and dropped its input, so every scheduled run started with none. The
forge schedules each cron job with its name as the input; with the name
gone every GitCronJob failed looking up the job "", and mirrors and
every other forge cron stopped. The request decode is now one function,
scheduleFromSDK, and it carries the input.
