- Regenerate protobufs and implement the necessary client & handler
  functions
- Connect frontend WorkflowUpdate calls through to historyHandler
- Update history & frontent rpc prioritization
- Mark non-bufferable event types
- Stub out mutable state rebuilding for WORKFLOW_UPDATE events
