**What changed?**
This restructures the history client to support alternate ways to react
to shard ownership lost changes. This change itself does not introduce
any behavior changes; those will come in a separate PR.

**Why?**
The new redirector interface encapsulates tracking shard ownership, and
reacting to shard ownership lost errors. A future change will make the
implementation configurable.
