Matt McShaneandGitHub 6edff142b9 Improve flexibility of UpdateInfo proto message (#4433) 
We expect we will need to extend the accepted/completed metadata in the
future, e.g. to include retention policies. Therefore, create dedicated
structs for each state and get rid of HistoryEventPointer which was only
used in UpdateInfo and instead include the relevant event ID in the new
messages.
