**What changed?**
Load task queue managers for demoted version set ids

**Why?**
To handle the situation where we guess a set id for an unknown build id
and end up with multiple set ids for a set (described in more detail in
a comment)

**How did you test it?**
New unit test (integration tests will follow with a later PR)
