I extracted the common `nettest. PipeListener ` from `fx_test.go` and
`quotas.CalculateEffectiveResourceLimit` from `fx.go`.

I extracted these because I plan on reusing them in a future PR.

I added a test for the new listener and the resource limit calculation.
