**What changed?**
Adjust some API priorities. PollWorkflowExecutionUpdate should be low
priority. RespondWorkflowTaskFailed and RespondQueryTaskCompleted should
be the same priority as other Respond APIs.

PollWorkflowExecutionUpdate is not high priority API.
