Michael SnowdenandGitHub a0e71ae4ef Provide HistoryTaskQueueManager from persistence module (#4883)
<!-- Describe what has changed in this PR -->
**What changed?**
I moved our `TaskQueueManagerProvider` to the persistence client module,
where all the other "managers" are provided.

<!-- Tell your future self why have you made these changes -->
**Why?**
To keep things consistent.

<!-- How have you verified this change? Tested locally? Added a unit
test? Checked in staging env? -->
**How did you test it?**
I added a small unit test, but there isn't really much behavior here.
There's also the existing test in `server_test.go` which will verify
that the whole graph can still be built.

<!-- Assuming the worst case, what can be broken when deploying this
change to production? -->
**Potential risks**

<!-- Is this PR a hotfix candidate or require that a notification be
sent to the broader community? (Yes/No) -->
**Is hotfix candidate?**
