## What changed?
Changing token type to bytes in DescribeDLQJob and CancelDLQJob
requests.

## Why?
The token type is bytes for PurgeDLQTasks and MergeDLQTasks. We will use
this token in DescribeDLQJob and CancelDLQJob requests.
It is better to keep the type same.

Note: Currently these APIs are only used by tdbg. When tdbg prints the
token to terminal, it is automatically converted to base64 string. Added
code in tdbg to decode it to byte array.
