Yimin ChenandGitHub 13c0be50e8 Fix FullJitter unit test (#5404) ...

## What changed?
FullJitter returns [0, input). Fix the test which verified the result in
range of [0, 2*input).
Also simplify the FullJitter implementation. 

## Why?
It was confusing what the range of the result should be.
