## What changed?
Implemented insert / replace / delete redirect rule API, CommitBuildID,
ListVersioningRules, and tests for versioning API

## Why?
For use in worker versioning

## How did you test it?
Unit tests for insert/replace/delete/list behavior. End-to-end tests for
conflict token behavior.

## Potential risks
Nothing, this is a new feature.

## Is hotfix candidate?
No.
