pdoernerandGitHub 6b31130a5c Add telemetry interceptor to Nexus handlers (#6081)
## What changed?
<!-- Describe what has changed in this PR -->
Made some minor changes to the telemetry interceptor:
* Removed unused `startTime.Add` statement
* Exported some methods used by Nexus handlers

Added telemetry interceptor (and associated service metrics recording)
to Nexus handlers

Changed Nexus handlers' `metricsHandlerForInterceptors` to use method
for `metrics.OperationTag` instead of full API name to match behavior of
other APIs (e.g.
`/temporal.api.nexusservice.v1.NexusService/CompleteNexusOperation` ->
`CompleteOperation`).

## Why?
<!-- Tell your future self why have you made these changes -->
To capture service telemetry metrics on Nexus HTTP requests

## How did you test it?
<!-- How have you verified this change? Tested locally? Added a unit
test? Checked in staging env? -->
Updated functional tests

## Potential risks
<!-- Assuming the worst case, what can be broken when deploying this
change to production? -->

## Documentation
<!-- Have you made sure this change doesn't falsify anything currently
stated in `docs/`? If significant
new behavior is added, have you described that in `docs/`? -->

## Is hotfix candidate?
<!-- Is this PR a hotfix candidate or does it require a notification to
be sent to the broader community? (Yes/No) -->
