Fix flaky Workflow update functional tests.

It turned out that some tests don't complete updates and leave them
hanging w/o asserting on result (result is not important for those
tests). But this false unblocks `runtime.WaitGoRoutineWithFn` calls in
other test earlier w/o waiting for specific updates reaching
`WaitLifecycleStage` on server. I changed all tests to complete updates
and added check to tear down function to validate that there is no
"hanging" updates left.

This, unfortunately, means that tests that use
`runtime.WaitGoRoutineWithFn` helper can't be run in parallel.

## How did you test it?

Run tests.
