Add checks to insure we never dispatch tasks of versioned workflows to
unversioned workers, except for sticky queue WF tasks.

## How did you test it?
<!-- How have you verified this change? Tested locally? Added a unit
test? Checked in staging env? -->
- This check is needed to ensure integrity of Worker Versioning. There
may be stale tasks queued in Matching for unversioned workers but now
the WF has become versioned, so those tasks should be rejected similar
to the tasks belonging to an old Build ID.
