Prathyush PVandGitHub edd40b0a91 Use PrioritySemaphore in WorkflowContext (#6245)
## What changed?
Use PrioritySemaphore with n=1 instead of priorityMutex in
WorkflowContext object.

## Why?
PrioritySemaphore has much lower memory usage compared to PriorityMutex.
We will create a WorkflowContext object for each workflow in
WorkflowCache. We can save a significant amount of memory from this.

## How did you test it?
Unit tests.

## Potential risks
None

## Documentation

## Is hotfix candidate?
