Yichao YangandGitHub 6a73a744e6 Add mutable state tombstone and mutation proto (#6317)
## What changed?
<!-- Describe what has changed in this PR -->
- Add mutable state tombstone and mutation proto

## Why?
<!-- Tell your future self why have you made these changes -->
- To track delete sub state machines so that we can sync mutable state
mutations across clusters. Otherwise we will have to sync mutable state
snapshot for every update since we don't know what has been deleted in
the past transitions.
- The tombstone list will be bounded to store a limited # of tombstones.
If the tombstone list is not tracking all tombstones for the versioned
transition range being synced, full mutable state snapshot will be
synced.

## How did you test it?
<!-- How have you verified this change? Tested locally? Added a unit
test? Checked in staging env? -->
- N/A, only proto defs, not used anywhere

## Potential risks
<!-- Assuming the worst case, what can be broken when deploying this
change to production? -->

## Documentation
<!-- Have you made sure this change doesn't falsify anything currently
stated in `docs/`? If significant
new behavior is added, have you described that in `docs/`? -->

## Is hotfix candidate?
<!-- Is this PR a hotfix candidate or does it require a notification to
be sent to the broader community? (Yes/No) -->
