<!-- Describe what has changed in this PR --> **What changed?** I added `quotas.DelayedRateLimiter`, which adds a delay before an input `quotas.RateLimiter` actually takes effect. I also added some utilities to make its implementation easier. The delayed rate limiter depends on the new rate limiter delegator and no-op rate limiter structs. <!-- Tell your future self why have you made these changes --> **Why?** In some cases in the history service, we want to delay rate limiters for a short period after startup. <!-- How have you verified this change?
