## What changed?
This PR records the `ChildWorkflowCompleted` event in the correct run
when a parent is reset. We follow the link `ResetRunID` in the mutable
state and deliver the child completed event to the correct run.
The redirect hops are limited to a max of `maxResetRedirectCount` after
which it returns the underlying error.

## Why?
When a parent is reset and wishes to reconnect to an existing child, we
should forward the close events from the old parent run to the new
parent run.

## How did you test it?
Added unit tests.
No integration tests yet since the feature is not fully available.

## Potential risks
Child notifying the parent when it completes.
