Will DuanandGitHub 892dc05ba3 Fix poll based replication resend (#8763)
## What changed?
Fix poll based replication resend

## Why?
Poll based replication have cross shard call, so we need to use history
client to resend.

## How did you test it?
- [x] built
- [x] run locally and tested manually
- [x] covered by existing tests
- [ ] added new unit test(s)
- [ ] added new functional test(s)

## Potential risks
No risk.
