3 people bcf9672546 Make EnableTransitionHistory a per-namespace flag with default true (#9158) ...

Change the EnableTransitionHistory dynamic config from a global setting
to a namespace-scoped setting, allowing it to be configured per
namespace.
Also update the default value from false to true.

To better control the feature.
