David ReissandGitHub f3fe6f6fd3 Fairness counter: persist top K keys (#9188)
## What changed?
The counts of some top keys are persisted in task queue metadata so
they're preserved on queue movement or reloads.

## Why?
More accurate fairness

## How did you test it?
- [ ] built
- [ ] run locally and tested manually
- [ ] covered by existing tests
- [ ] added new unit test(s)
- [ ] added new functional test(s)
