Jacob LeGroneandGitHub 30913221b1 Add schema setup and namespace registration utilities for SQLite (#2029) 
* Add new public functions to the `schema/sqlite` package which help with initial schema setup and pre-registering namespaces to enable fast startup time (workaround for https://github.com/temporalio/temporal/issues/1336).

NOTE: SQLite support is still in development stage
