**What changed?**
Adding RangeDeleteMessages() and CreateQueue() methods for SQL version
of persistence.QueueV2, which supersedes the persistence.Queue
interface.

We plan on using this for the upcoming history task DLQ project.

Unit tests. Code has 100% unit test coverage.
