zooqueen 7f4896ff61 stop tracking the otelcorecol binary

A 39.5 MB darwin/arm64 executable was committed at cmd/otelcorecol/otelcorecol.
`go build ./...` inside that module writes the binary beside the source, and
nothing ignored it; the Makefile target writes to bin/, which is ignored, so
only the bare go build leaks it. Ignoring it now.

The blob stays in history — reclaiming that needs a rewrite, which is a
separate decision.

`otelcorecol` test binary

This folder contains the sources for the otelcorecol test binary. This binary is intended for internal TEST PURPOSES ONLY. The source files in this folder are NOT the ones used to build any official OpenTelemetry Collector releases. Check open-telemetry/opentelemetry-collector-releases for the official releases. Check the otelcol folder on that repository for the official Collector core manifest.
