The root module asked for go 1.26.3; every other module in the tree asks for 1.26.4. That difference decides whether the toolchain upgrades: with 1.26.4 the go command fetches a matching toolchain and re-execs, so internal/tools/go.mod (which requires 1.26.4) is satisfied. The root module stayed on the runner's 1.26.3 and the tools modfile refused: go: internal/tools/go.mod requires go >= 1.26.4 (running go 1.26.3) It is the last module gotest walks, so nothing reached it until the rest of the tree started building again. 1.26.4 is the floor its own tooling already sets, not a bump past it. Resolution is unchanged and the module's tests pass.
