#### Description The `service.Settings` type now has a `TelemetryFactory` field for injecting the `telemetry.Factory` to be used for creating a logger and logger provider, meter provider, and tracer provider. The `otelcol` package is hard-coded to inject an `otelconftelemetry` factory for now.
