Some tools (e.g. [hermeto](https://github.com/hermetoproject/hermeto))
verify if the vendor folder is consistent by running `go mod vendor`
and comparing the `vendor` directory before and after running this command.

This tool detected a modification of the `vendor` folder, because three
new files were added when running `go mod vendor`:
vendor/github.com/go-viper/mapstructure/v2/.envrc
vendor/github.com/sagikazarmark/locafero/.envrc
vendor/github.com/spf13/viper/.envrc

This PR changes the `.envrc` ignore pattern to only include a top-level
`.envrc` file, and adds the `.envrc` files from the vendored
dependencies to make the `vendor` folder consistent with what you get
when you run `go mod vendor`.
