Lucas ManningandgVisor bot c1e5b6eb8b Return ENOPROTOOPT from setsockopt syscalls as default. 
gVisor has historically silently failed for unknown protocol options. In
the interest of not breaking existing users, we want to keep that behavior
while adding metrics to track how much this behavior is used in practice.
Eventually we'd like gVisor's behavior to be in line with Linux's.
