The semantics for gpg seem to vary in subtle way across systems. This
attempts to identify the key fingerprint on import, since listing the
secret keys afterwards does not appear to have the intended effect.

Some versions of gpg don't select the key as the default after import,
and it must be specified explicitly. Select the last imported key.

We can generate more than one apt repo for the same package. If we will
sign a package again, its file will be changed and all hashes that have
been generated before will be invalid.
This change also adds an extra sanity check to the make_apt.sh script,
in order to ensure that this simple mistake does not occur again.

This change makes the following fixes:
- When creating a test repo.key, create a secret keyring as other workflows
also use secret keyrings only.
- We should not be using both --keyring and --secret-keyring options. Just use
--secret-keyring.
- Pass homedir to all gpg commands. dpkg-sig takes an arg -g which stands for
gpgopts. So we need to pass the homedir there too.

This change fixes the apt repository structure to avoid emiting warnings on
Ubuntu 18.04 (and potentially other versions). This requires a slight refactor
of the repository generation scripts, since we can no longer copy the same
release files for different "suites".
This should avoid the warning by setting the suite to the distribution:
https://github.com/Debian/apt/blob/master/apt-pkg/metaindex.cc#L75
This change also moves over to the standardized Makefile entrypoint, which
makes settings clearer and enables local testing.
