All atomic 64 bit ints are changed to atomicbitops.(Ui|I)nt64. A nogo checker
enforces that sync/atomic 64 bit functions are not called.
For reviewers: the interesting changes are in the atomicbitops and checkaligned
packages.
Why do this?
- It is very easy to accidentally use atomic values without sync/atomic funcs.
- We have checkatomics, but this is optional and is forgotten in several places.
- Using a type+checker to enforce this seems less error prone and simpler.
- We get NoCopy protection.
- Use of 64 bit atomics can break 32 bit builds. We have types to handle this
without any runtime cost, so we might as well use them.

These definitions used nomenclature that did not mirror other notify APIs.
Prior to building on these, standardize the definitions to align with other
internal interfaces.
Note that the Destroy interface method is dropped, as it was unused outside the
channel notifier (which did not need it), and this will be removed soon.

Remove three syserror entries duplicated in linuxerr. Because of the
linuxerr.Equals method, this is a mere change of return values from
syserror to linuxerr definitions.
Done with only these three errnos as CLs removing all grow to a significantly
large size.

Between when runExitNotify.execute() returns nil (indicating that the task
goroutine should exit) and when Task.run() advances Task.gosched.State to
TaskGoroutineNonexistent (indicating that the task goroutine is exiting), there
is a race window in which the Task is waitable (since TaskSet.mu is unlocked
and Task.exitParentNotified is true) but will be reported by /proc/[pid]/status
as running. Close the window by checking Task.exitState before task goroutine
exit.

As part of this, change Task.interrupted() to not drain Task.interruptChan, and
do so explicitly using new function Task.unsetInterrupted() instead.

Our "Preconditions:" blocks are very useful to determine the input invariants,
but they are bit inconsistent throughout the codebase, which makes them harder
to read (particularly cases with 5+ conditions in a single paragraph).
I've reformatted all of the cases to fit in simple rules:
1. Cases with a single condition are placed on a single line.
2. Cases with multiple conditions are placed in a bulleted list.
This format has been added to the style guide.
I've also mentioned "Postconditions:", though those are much less frequently
used, and all uses already match this style.

Kernel.cpuClockTicker increments kernel.cpuClock, which tasks use as a clock to
track their CPU usage. This improves latency in the syscall path by avoid
expensive monotonic clock calls on every syscall entry/exit.
However, this timer fires every 10ms. Thus, when all tasks are idle (i.e.,
blocked or stopped), this forces a sentry wakeup every 10ms, when we may
otherwise be able to sleep until the next app-relevant event. These wakeups
cause the sentry to utilize approximately 2% CPU when the application is
otherwise idle.
Updates to clock are not strictly necessary when the app is idle, as there are
no readers of cpuClock. This commit reduces idle CPU by disabling the timer
when tasks are completely idle, and computing its effects at the next wakeup.
Rather than disabling the timer as soon as the app goes idle, we wait until the
next tick, which provides a window for short sleeps to sleep and wakeup without
doing the (relatively) expensive work of disabling and enabling the timer.

We still only advertise a single NUMA node, and ignore mempolicy
accordingly, but mbind() at least now succeeds and has effects reflected
by get_mempolicy().
Also fix handling of nodemasks: round sizes to unsigned long (as
documented and done by Linux), and zero trailing bits when copying them
out.

This reduces the number of goroutines and runtime timers when
ITIMER_VIRTUAL or ITIMER_PROF are enabled, or when RLIMIT_CPU is set.
This also ensures that thread group CPU timers only advance if running
tasks are observed at the time the CPU clock advances, mostly
eliminating the possibility that a CPU timer expiration observes no
running tasks and falls back to the group leader.
