Ensure that proxy goroutines are cancelled and waited on before calling
cleanup in Proxy.Close. This prevents host file descriptors from being closed
and released while proxy goroutines are still executing concurrent I/O.
Also ensure netstackConn.Read returns EOF when endpoint reads return 0 bytes.
