Xin ZhongandgVisor bot e344f0f6bc Fix flaky gVisor native test for network port exhaustion
In native hostinet runs, the test runs unprivileged and often cannot
write to `/proc/sys/net/ipv4/ip_local_port_range` to physically reduce
the available ephemeral ports down to ~50.

When it fails, it defaults to the standard Linux range
(approx. 28,000 ephemeral ports). Attempting to exhaust all of them
inside a single test run will either cause it to crash with an EMFILE
error (hitting RLIMIT_NOFILE limits) or far exceed test timeout conditions.

This updates TCPBindAvoidsOtherBoundPortsReuseAddr and
UDPBindMayBindOtherBoundPortsReuseAddr to safely SKIP testing
these port exhaust loops on native mode when the available ephemeral
port count (nports) exceeds 1000.
