\section{Conclusion}
\label{sec:conclusion}
We have presented Flare, a conviction-based consensus protocol that provides certificate
finality through the certificate/skip mechanism. The Certificate Skip Exclusivity theorem
establishes that conflicting certificates cannot form under honest supermajority, with
failure probability bounded by $e^{-\Omega(k\beta_2)}$. Flare bridges the gap between
Slush's memoryless sampling and Wave's cumulative counters by providing transferable
cryptographic proofs of finality.
The Flare protocol serves as the second layer in the Lux consensus stack, providing
certificate-based finality on top of the population convergence dynamics inherited from
Slush and the confidence tracking inherited from Wave.
